The reconstruction site is located in the center of the city of Xining. To the north of the site, there is the main avenue Dongguan Street, which connects the east and west of Xining. To the west of the site, there is the main cultural and municipal district. To the east and south, there are vast residence areas. New Xining train station is located in the north of the site.

With the rising opportunity of the Belt and Road initiative, the old Dongguan area is revealing its new facets to the world. The project takes the opportunity of the strategic development of the city to build a cultural and touristic landmark, which provides unique cultural, commercial, touristic and lifestyle experiences around the Dongguan Mosque.
